数智时代红色档案资源开发利用的
困境审视与策略选择

【摘要】数智技术的快速迭代，既为红色档案资源从沉寂的历史记录向生动的教育素材转化创造了前所未有的技术条件，也使其传统开发利用模式面临挑战。文章以数智时代为研究背景，在厘清红色档案资源开发利用的时代价值基础上，深入审视其面临的资源整合碎片化、开发路径同质化、技术应用浅表化、复合型人才匮乏化及协同机制松散化五重现实困境，进而从数智整合、数智叙事、数智强能、数智育才、数智治理五个维度提出系统性的策略选择，以期为推动红色档案资源的高质量开发利用提供理论参考。

The Development and Utilization of Red Archive Resources in the Digital-Intelligent Era:
Dilemmas and Strategic Choices

Abstract: The rapid iteration of digital-intelligent technology has not only created unprecedented technical conditions for the transformation of red archives from silent historical records into vivid educational materials, but also posed systematic challenges to their traditional development and utilization models. Against the backdrop of the digital-intelligent era, this paper, based on clarifying the epochal value of developing and utilizing red archive resources, conducts an in-depth examination of five practical predicaments: fragmented resource integration, homogenized development paths, superficial technological application, shortage of professional talent, and loose collaborative mechanisms. It further proposes systematic strategic options from five dimensions: digital-intelligent integration, digital-intelligent narrative, digital-intelligent empowerment, digital-intelligent talent cultivation, and digital-intelligent governance, aiming to provide theoretical references for promoting the high-quality development and utilization of red archive resources.
