档案服务适老化与无障碍体系构建的问题与路径

【摘要】档案服务作为公共服务的重要组成部分，是保障老年群体与残障群体等特殊群体基本文化权益、实现档案公共服务均等化的重要手段。当前我国已进入深度老龄化社会，残障群体规模亦较为庞大，特殊群体对档案服务的需求日益凸显，但档案服务适老化与无障碍体系构建仍面临诸多问题，制约特殊群体对档案资源的便捷获取。文章通过阐释档案服务适老化与无障碍体系构建的价值意蕴，剖析当前体系建设在政策、设施技术、服务人员三大维度存在的问题，从健全专项政策法规、推进设施与技术精准适配、强化服务内容与人员能力建设三方面，提出科学可行的体系构建路径。

Problems and Paths in the Construction of an Age-friendly and Accessible Archival Service System

Abstract: Archival services, as an important part of public services, are a crucial means to safeguard the basic cultural rights and interests of special groups such as the elderly and the disabled, and to achieve equalization of archival public services. Currently, China has entered a deeply aging society, and the scale of the disabled population is also relatively large. The demand for archival services from special groups is increasingly prominent. However, the construction of an age‑friendly and barrier‑free archival service system still faces many problems, which restrict the convenient access of special groups to archival resources. By elaborating on the value implications of the construction of an aging‑friendly and barrier‑free archival service system, this paper analyzes the problems existing in the current system construction in three dimensions: policy, facilities and technology, and service personnel. It proposes scientific and feasible construction paths from three aspects: improving special policies and regulations, promoting precise matching of facilities and technology, and strengthening the construction of service content and personnel capabilities.
