数据要素化视角下档案文献遗产的
价值重构、转化与实现

【摘要】在数据成为关键生产要素的时代背景下，档案文献遗产正经历从静态历史载体向动态数据资产的范式转换。文章以数据要素化为视角，探讨档案文献遗产的价值重构、转化与实现。文章认为， 档案文献遗产的文化价值与信息价值是其固有基础属性，在数据要素化驱动下，二者通过技术解构与制度赋能发生价值重构，进而呈现资产价值这一新价值形态。通过高质量数字孪生体的创建与知识图谱技术的应用，档案文献遗产可实现从物理实体到智能数据的跃迁，并进一步通过确权、标准化与安全治理完成要素化转型。文章提出了四条价值实现路径：一是通过数据产品开发与授权，实现市场化运营；二是融合数字人文与文创产业，推动知识服务升级；三是利用众包与沉浸式教育，赋能社会治理与公共服务； 四是融入国家文化大数据体系与人工智能高质量发展，参与数据要素生态构建。文章旨在为档案文献遗产在数字时代的创造性转化与创新性发展提供理论支撑与实践指引。

Value Reconstruction, Transformation and Realization of Archival Documentary Heritage
from the Perspective of Data Elementalization

Abstract: In an era where data has become a key production factor, archival documentary heritage is undergoing a paradigm shift from static historical carriers to dynamic data assets. From the perspective of data elementalization, this paper explores the value reconstruction, transformation and realization of archival documentary heritage. The study argues that the cultural value and informational value of archival documentary heritage constitute its inherent foundational attributes. Driven by data elementalization, these two values undergo value reconstruction through technological deconstruction and institutional empowerment, thereby giving rise to asset value as a new value form. Through the creation of high-quality digital twins and the application of knowledge graph technologies, archival documentary heritage can achieve technical transformation from physical entities to intelligent data entities, and further complete elementalization transformation through rights confirmation, standardization and security governance. The paper proposes four pathways for value realization: first, realizing market-oriented operations through data product development and licensing; second, promoting knowledge service upgrading by integrating digital humanities and cultural and creative industries; third, empowering social governance and public services through crowdsourcing and immersive education; and fourth, integrating into the national cultural big data system and large-scale AI model training to build an open and trustworthy archival data ecosystem. This study aims to provide theoretical support and practical guidance for the creative transformation and innovative development of archival documentary heritage in the digital age.
