三权分置视角下IPFS 技术在档案数据资本化
中的应用研究

【摘要】数据要素市场化进程对档案数据资本化转型提出了制度与技术协同创新的迫切需求。“三权分置”产权制度虽为档案数据流通构建了基本框架,但其落地面临权属锚定难、资产存续风险高与流通信任成本大的三重技术适配困境。基于“制度—技术”协同演化视角,本研究系统论证星际文件系统(IPFS)作为新型分布式技术底座对上述困境的破解路径:在基础层,IPFS 通过内容寻址与分布式存储实现数据资源持有权的可信确证与持久存续;在交互层,结合智能合约与隐私计算技术支持数据加工使用权的安全可控流转;在价值层,依托非同质化通证与去中心化自治机制推动数据产品经营权的生态化创新。IPFS 能够系统赋能档案数据完成“资源—资产—资本”的价值跃迁,为构建可信数据空间、激活档案要素价值提供了兼具制度兼容性与技术可行性的理论路径。

Research on the Application of IPFS Technology in the Capitalization of
Archival Data from the Perspective of Tripartite Rights Separation

Abstract: The marketization of data elements creates an urgent need for institutional and technological co-innovation in the capital transformation of archival data. Although the "Tripartite Rights Separation" property rights system provides a basic framework for the circulation of archival data, its implementation faces three major technical adaptation challenges: difficulty in anchoring ownership, high risks to asset sustainability, and significant costs in circulation trust. Based on the perspective of "institution-technology" co-evolution, this paper systematically demonstrates how the InterPlanetary File System (IPFS), as a new distributed infrastructure, addresses these challenges: at the foundational layer, IPFS enables credible verification and persistent preservation of data resource ownership through content addressing and distributed storage; at the interaction layer, it combines smart contracts and privacy computing technologies to support secure and controllable circulation of data processing rights; at the value layer, it utilizes non-fungible tokens and decentralized autonomous mechanisms to promote the ecological innovation of data product operation rights. The study reveals that IPFS can systematically empower archival data to complete the value transition from "resource to asset to capital," providing a theoretically viable path with both institutional compatibility and technical feasibility for building a credible data space and activating the value of archival elements.
